Why don't you use Video UserPic? This feature can help you to convert video to GIF animated =)) So you can make an amuzing avatar without leaving quality =)))

Well there's also a question of size.
I don't want people to load topics here for five minutes just 'cause the avatars are megabytes big.

So the quality is taken down on purpose.
